Fuel Levy
Fuel levy is a road user charge paid by fuel importers in terms of Section 22 of the Roads Act [Chapter 13:18].
1. Fee Schedule
In terms of SI 168 of 2008, subsection 3, the Fuel Levy for both Diesel and Petrol is pegged at:

2. How Payments Are Made
Pipeline Importations
The National Oil Infrastructure Company of Zimbabwe (NOIC) collects fuel levy on behalf of ZINARA for fuel imports by pipeline.
Road or Rail Importations
Fuel levy is paid directly to ZINARA. Clients will then be issued with a supporting letter by the Ministry of Energy and finalise visit the Ministry of Industry and Commerce for an Import Permit.
