About ZINARA
Zimbabwe National Road Administration
ZINARA is a statutory body established under the Roads Act (Chapter 13:18) in 2002, operating under the Ministry of Transport and Infrastructural Development.
Our core mandate is to mobilise, collect, and manage funds for the maintenance of Zimbabwe's road network. We achieve this through vehicle licensing, toll collection, bridge tolls, fuel levy, transit fees, overload fees, abnormal load fees (T.O.A.F), and cross-border road development levies.
The funds collected are disbursed to road authorities including the Department of Roads (DDF), Urban Councils, Rural District Councils, and ZINARA's own Road Fund for maintenance and rehabilitation of public roads across all 10 provinces of Zimbabwe.
