Who We Are

Zimbabwe National Road Administration

ZINARA is a statutory body established under the Roads Act (Chapter 13:18) in 2002, operating under the Ministry of Transport and Infrastructural Development.

Our core mandate is to mobilise, collect, and manage funds for the maintenance of Zimbabwe's road network. We achieve this through vehicle licensing, toll collection, bridge tolls, transit of abnormal freight (T.O.A.F), and cross-border road development levies.

The funds collected are disbursed to road authorities including the Department of Roads (DDF), Urban Councils, Rural District Councils, and ZINARA's own Road Fund for maintenance and rehabilitation of public roads across all 10 provinces of Zimbabwe.

Brief History

2002
Establishment of ZINARA

ZINARA was established under the Roads Act (Chapter 13:18) as a statutory body to manage road user fees and fund Zimbabwe's road infrastructure maintenance.

2005
National Toll Plaza Network

ZINARA expanded the national toll plaza network, establishing toll gates across key highways and roads to improve revenue collection.

2010
Dollarization and Growth

Following Zimbabwe's adoption of the multi-currency system, ZINARA introduced USD-denominated toll fees, significantly improving revenue collection and road maintenance funding.

2015
Digital Transformation

ZINARA began modernising its systems, introducing electronic payment systems at toll plazas and online vehicle licensing platforms to improve service delivery.

2020
COVID-19 Response & Resilience

ZINARA implemented measures to continue road maintenance operations during the COVID-19 pandemic, ensuring critical road infrastructure remained functional.

2024
Continued Growth

ZINARA continues to expand its toll network, improve digital services, and increase disbursements to road authorities across all 10 provinces of Zimbabwe.
